Homeowner Associations
Many neighborhoods are now surrounded by open spaces, which add to a homeowner’s quality of life by providing recreational opportunities, wildlife viewing and buffers between homes.
Of course, this comes at a price. The homeowners who enjoy them own these open spaces. Unlike city or county open spaces, there are no taxes to support the management of these lands. The maintenance of these lands is the responsibility of homeowner associations. 
To further complicate things, these open spaces are usually former production agricultural lands or pastures that have been dormant for several years. They are not usually in the best of shape when they are given to associations to manage. Not an easy task to tackle even for trained professionals with extensive education and training.
